How good is Valerie Vaughan's thinking about astrology?

Read Valerie Vaughan's Re-Bunking the Debunkers and focus on those parts of it which seem to give positive support to the claim that Astrology works. This paper is a response to a paper by Ivan V. Kelly, but that paper isn't on the web. However, you can get many of Kelly's arguments from Vaughn's article.

Finally, come to an overall conclusion about how well Vaughan succeeds in defending astrology. (If you can improve on her defense, go ahead.)
